There is a little confusion at ANet's website.

The News section lists 6 servers but Collins post( I think ) said medium population servers.
You can check yourself. Click any of them in the character selection screen "Transfer"
and you will see only the listed medium population servers are without a fee.
So far a no go for SF. Right now HoD is even listed as High which leaves only ET and FC without a fee.

I wonder if they even pay attention to the fact that Furnace has a Very High population nearly 100% of the time at all times; maybe that's why they look at our tier and go, "Huh, seems perfectly matched to me!"

Checked today 1pm PST

FC , ET and HoD are back to Medium again. That's the first time since the free transfer ended. ( I check frequently )

I can't help myself thinking that ANet is tinkering around with those numbers a little.

The week SF left our tier ANet added to ET's and FC's rating 300 points.
ET and FC lost points in that week which made it possible for SF to move up to T7.
