Here's my suggestion:
A weekly "raffle" where the entry fee is simply participating for 2-3 hours in WvW, and you have to be in TS to win because the raffle (pick a # 1-1000) will be done in TS.
Commanders, guilds, anynoe who wants more WvW presence can help to donate the items or gold that will be the prizes.
This can be used as a guild activity or server activity. The prize can even scale based on participants. Example the prize is 1g per participant. 100 people participate, prize is 100g. (100g would be the max limit).
The idea is A) get PvE players into WvW and get them over their apprehension about it, and B) require WvW players to get in TS for a chance to win a big prize.
We do this for our guild bounty every week and get a lot of people turning up who don't even know what the bounty is, just for a shot at the prize. Should work for WvW and TS too right?

We had something like this awhile ago all it did was a raffle for the WvWer's. It did not get more people into WVW or ts3.

How cool of you guys to be proactive in the betterment of our WVW experience. Thank you.
I have to say, though, I do also think there is an issue of keeping people on TS once they get there. I've been away for 5-6 weeks and I have to say after my first week back that the atmosphere on TS is different, a lot less bonhomie. It's not about PG13 and censorship, which have been discussed elsewhere, it's more about just basic human respect.
This week, after months and months participating in TS, I have been singled out for attack for the first time ever by a very rude individual I had never even heard of. I asked to make a suggestion and the commander (Rasc)cleared me to do so. When I started to speak, this person said, "clean, clean, clean," over and over to drown me out. I made a suggestion about changing to another BL, only to be told I "needed to learn when to be quiet," and had, "got on and started making demands," even though I had been on 2 hours already and not said one word. BTW, thank you to Moose who sent me an apology on behalf of Deth, and the other people on TS and my guild members who sent me supportive messages at the time. A big hug to you all. Really appreciated it.
Another example:
During last week, Weds or Thurs, I was on TS when I heard someone who spoke English as a second language say something which was not 100% grammatically correct. Some guy then repeated in a mocking tone what this person had said, followed by, "Dude, can you even SPEAK English, God?"
Now, people tell me I sound "so sweet" on TS, but I assure you I am not easily offended, sexual innuendo makes me snigger like a 12 year old boy, and I can cuss like a trucker with Tourette's when I'm fired up, so I am not prissy at all. However, this kind of personal attack just makes me sick. For God's sake, this kid was bilingual. How many of us can say that. It's this type of douche baggery that puts people off TS. Even me, I have to say, and I'm a TS veteran.
As I'm here already, I'll just mention something else I have noticed since I came back. If a commander gives an 'order,' we don't need 'would-be' commanders paraphrasing it straight after, ad nauseum. If you are one of those people, please know we are on the same TS as you, we hear it too. You are not elevating your own importance by doing this, you are undermining the commander's 'authority,' intimating that nobody is going to take any notice unless you say it too, and frankly 'getting on everyone's tits,' to coin an English expression.
Since I came back, more and more I am thinking of just pugging in the future and cutting out the TS element. I might even just do *gulp* PVE. However, it's a hard decision as there are so many of you who are entertaining and funny company there. I am trying not to let the annoying/rude/ignorant ones chase me off, but it's a struggle.
