Badge farming in our borderlands

I'm not sure how many of you spend a lot of time in our borderlands (we often have only around five people there), but there's an ongoing issue that I think would be good to try and fix.
We get groups who come into our borderlands and "hold court" for hours. They either take a camp, upgrade it, and build a bunch of siege, or they set up in a common travel area. In both cases, their whole goal is to catch our few defenders in a trap and slaughter them repeatedly for badges. If left alone, they will go around taking camps, which might not seem like a big deal, but it can slow down our tower and keep upgrades immensely. On Saturday, Hills was being fortified for almost 12 hours, and never got a waypoint before it was taken from us, because we couldn't keep them from taking and holding our camps.
They are generally groups of three to eight players, very often heavily glass cannon spec'ed and set up to be complimentary to each other. They are often very easy to kill on their own, but as a relatively coordinated group, they kill our people easily. The few dedicated defenders who are always trying to hold our borderlands die repeatedly to these farming teams in an attempt to recover the camps or just move around the map.
I see this as not only a big problem in terms of resources, supply, and upgrading our stuff in our borderlands. It is also a big problem in terms of the morale and enjoyment of the few people willing to defend full time. It becomes unbelievably frustrating to have these jerks holding court and killing our people, while we're unable to do anything about it.
One idea I had was a dedicated group of 5-10 players specifically set up to wipe these badge farmers. They wouldn't have to stay in the borderlands all the time...instead they could just respond when needed. A counter-troll strike force, if you will. After killing them several times, they would likely give up and go try to find easier pickings somewhere else. This way, the regular defenders could call in a strike when one of these coordinated groups enters our map, quickly clean them out, and then go back to keeping things our color and upgrading.
Whatever the solution, we should not allow other servers to do these sorts of things without consequences. They should have a respect (and maybe a little fear) about playing on our home turf, rather than seeing it as a place to troll and farm and give the finger to FC.
